ABSTRACT

The purpose of this study is to analyze the effect of public deliberation with opinion polls of Floating Photovoltaic (FPV) Project in Saemangum. As a result of the analysis, the understanding of the issue as an educational effect has increased, and the positive position on the FPV has also increased significantly from 39% to 68%. In particular, it can be seen that the neutral group, which accounted for 41.5%, moved 28% to positive or negative positions after deliberation. Among the environmental, safety, economic, and social sectors of the FPV, the provision of information related to environmental impacts was found to have the greatest influence on the change in participants’ perceptions. In addition, participants’ evaluation score of the deliberation process was high. It indicates that citizens have a positive opinion about the deliberation poll method. The results of this analysis suggest that it is necessary to provide accurate information and various participation systems so that citizens can have discussions when promoting renewable energy projects that are difficult for citizens to understand, such as FPV.
