ABSTRACT

Currently Korean society has been faced with the social problem of a extremely low-fertility. The population policies for the encouragement of fertility overflows like dam water. But, the research and debate against population policy are still insufficient. The purpose of this study is to review and criticise the phenomenon of Korea population policy and family planning from 1960's to now, to explore the social virtues of population policy evaluation, to suggest the alternatives of christian social ethics oriented to life culture. In result, Korean population policy and family planning have forced constraints about sexuality and fertility. In future, the formation of population program ought to evaluate ethical criteria-freedom, justice, general welfare-, to consider christian social ethics.
