The International Relations of Europe in 1620's and the status in northern part of Italy -Grisons Affairs and War of Mantova Succession-

ABSTRACT

In the 1620s, France and the Habsbourg fought fiercely for the supremacy of the northern Italy, especially in the Grisons-Valtellina area and the duchy of Mantova-Monferrato. The animosity and military conflict between these two powers were not completely new at that time. But these wars could hardly be explained as an extension of the traditional animosity of 16th century. Beyond the pre-modern dynastic war seeking territorial expansion, they strongly revealed a kind of political modernity pursuing a rational state interest and proper strategy. These wars broken out when the fiscal-military states of France and Spain were in formation appear as a part of a series of conflict inter-states. But at the same time, they revealed the characteristics of modern politics and diplomacy in the application of war as instrument. In this perspective, this study considers the nature of European international relation in 1620~1630's and the sinew of the political conflict inside the French royal court, in which the warfare in Valtellina and Mantova, between Bourbon's France and Habsbourg's Spain, formed a nucleus. So this study has the explanation of the nature and historical significance of these wars as purpose. In terms of political history, these wars cut by multiple dynastic and religious interests would be an excellent example of Clausewitz's thesis of war as an instrument of politics. The Richelieu's political stance and his Reason of state demonstrate how to use multiple interests and warfare as instrument to realize the best profit for the state.
