ABSTRACT

One of the most significant public security cases during the Park Chung-hee regime, the Mincheong Hakryeon (National Democratic Youth and Student Federation) Incident, marked a crucial turning point in the history of South Korean student movements. Unlike the previous movements that had been often limited to specific universities or regions, the Mincheong Hakryeon demonstrated a nationwide scope, characterized by active collaboration among student activists across diverse geographical areas. In an effort to overcome the limitations of isolated and fragmented protests, key student leaders deliberately sought to establish inter-regional networks and orchestrate a nationwide anti-Yushin (anti-Revitalizing Reform) demonstration. At the heart of this strategy was the coordination among Seoul National University, Kyungpook National University, and Chonnam National University. These academic institutions played a central role in building horizontal networks, promoting shared experiences, and strengthening organizational capabilities. The inclusion of Kyungpook National University―representing the southeastern region of Korea, or Gyeongsang-do―and Chonnam National University―representing the southwestern region of Korea, or Jeolla-do―was essential to carrying out a truly national movement that transcended the Seoul-centered activities of the past. Despite severe repression and organizational setbacks following the government’s crackdown on them, the attempts at inter-university solidarity laid a foundation for future activism and represented a formative experience in the evolution of the nationwide student movement under the Yushin regime.
