Perspective and Problems of the Eurasian Economic Union: Focusing on the Comparative Analysis on the European Union

ABSTRACT

The purpose of this paper is to examine a few categories of conditions that can affect the future process of building the Eurasian Economic Union(EEU), foreseen for 2015. In order to doing that, this paper makes the comparative analysis of European integration experience and the present creation of the EEU, and focuses in particular on the specifics of institutional, organizational functions as related to supranational institutions of the EEU. The EU is supposed to be a useful frame of reference for leaders to promote the initiative for the further development of Eurasian regionalism based on the Customs Union and Common Economic Space. However, due to a plenty of different conditions under which Eurasian economic integration is going on, it is useless and even harmful to directly copy European experience into Eurasian integration practice. When we analyze the factors unfavorable to integration and identify the impediments to this process, the factor of asymmetries between potential member states of the EEU should be regarded as one of the most serious obstacles to deepening the integration process in this region. Besides that, to successfully complete regional integration, effective functioning of governance structure is needed from the point of supranational institution. Comparative analysis of institutional aspects of the EU and the EEU shows that the principal of supranationality is still very weak and intergovernmentalism continues to maintain the policy stance regarding governance structure and decision-making system in this region.
