ABSTRACT

Recently, for regional activation through development of local culture, each and every provincial government in China is developing and improving culture resource representing each city as well as local economic, social, and cultural characteristics. Among them, industrialization of ‘local culture’ utilizing ‘local culture content’ resource is playing a key role not only in developing local society but also maximizing economic value. Thus development of local culture industry is attracting a great deal of global notice as it can create high additional value in economics as well as highlight the local image in culture. Local festivals are being progressed with the local resources in the center, and in which traditional culture resources created and handed down in local historic correlation are festivalized. A local festival is a specific genre that industrializes local culture and the contents, and achieves various effects of improved image, enhanced infra-structure, and economic benefits to the hosting city. Expecting these various effects, each local government is planning and pushing forward a productive local festival every year with an events-focused tourism marketing. With a recent rapid growth of culture industries, China also has a high regard on culture in a view of local economic development. Culture is regarded as an important resource and element of local economic growth and each local has recognized to have a great potential to develop its culture industries with its profound culture resources. Therefore, this study has suggested concepts, and categorized and characterized culture resources in a local festival in an example of China Cartoon & Animation Festival, a representative of various local festivals with profound traditional culture resources in Hangzhou city, Zhejiang Province, a leading culture city of Yangtze River Delta Economic Rim. On the basis of categorization on this study, we can classify roles of local festivals & enterprises, local festivals & customers, local festivals & governments, suggest development strategies for local culture industries of Hangzhou city, and forecast its possibilities for constant progress. Furthermore, we can suggest activation plans for Korea-China Joint-produced Animations and policy support for their global market advance, and contribute to make the hands-on scheme of corporation.
