AB - Amid escalating U.S.-Russia tensions, increasing U.S. competition with China, and the continued complexity of regional security dynamics, North Korea perceives its strategic value as heightened and seeks to maximize its interests, adding uncertainty to the development of China-North Korea relations. As a result, the uncertainty surrounding the development of China-North Korea relations has increased. Economic and trade cooperation is a crucial foundation for the development of these relations, yet this foundation has been shaken by international sanctions and the impact of the pandemic. The scale of China-North Korea trade has contracted, making it difficult for economic cooperation to achieve breakthroughs. Since the 8th Congress of the Workers’ Party, North Korea’s economic development has focused on “consolidation and strengthening”, prioritizing agriculture and local economic development, aiming to lay the groundwork for substantial economic growth in the next stage. This presents an opportunity for continued deepening of China-North Korea economic cooperation. However, North Korea’s firm stance on nuclear weapons, its cautious approach to market opening and economic reform, the declining enthusiasm for Chinese investment, and the impact of international sanctions all limit the potential for deeper China-North Korea cooperation. As the international order evolves rapidly, China and North Korea should strengthen their ties based on economic cooperation and build a new economic relationship that aligns with both parties’ interests in the new era.
