Recent occurrences of debates and movements with regards to the East Sea/Sea of Japan naming issue reconfirm that there are groups of actors in this naming game with diverse interests and perspectives. Governments, as the main actor of the game, try to persuade other actors with tracks of arguments and counter-arguments. Given the parallel realities going forward without meeting each other, there could be some options for agreement suggested other than two extremes of the Korean and Japanese positions; looking for alternative methods of showing two names; listing all the names in one map as a table; distinguishing international from domestic use of the name and agreeing on a new name for international use. It is suggested that the next focus should be placed on the meanings of human and its applicability to such elements as value, justice, perception or cultural heritage. This focus on human can be developed with concepts of education value and social justice, people’s strong emotional ties and perception to the feature and its name, and growing emphasis on geographical names as having higher value as cultural heritage.

During the Japanese colonial period, Hamgyeong-do (province) was the only place where the number of “Gun (郡)” (districts) increased. These four newly established districts can be divided into two categories. Two of them were divided under the prefecture system of 1914 which divided each “Bu (府)” (city) and made the remaining areas “Gun.” The other two were divided due to the large size and population of administrative districts in Hamgyeong-do. The latter seemed to consider the balance of the “Gun” within “Do” and the possibility of resource development. In addition, Hamgyeong-do experienced more active increase in “Bu” and “Eup(邑)” (town) than in other places. This means that urbanization took place at a rapid pace as a result of Japan’s military occupation and the “Development Plan of North Korea” after the 1930s. Changes in the demographics of Hamgyeong-do appeared alongside the changes in its administrative districts. Hamgyeong-do’s industrial population shows that the province's economy was predominated by the primary industry with 85% of its people in agriculture, which was similar to the national average in 1920. But by 1940, the percentage of the population in agriculture decreased and did not even reach 50%. It is worth noting that instead, the number of people in mining and manufacturing industries and fishery increased, followed by that in the commerce and transportation industries. The increased population in Hamgyeong-do was greatly affected by social factors. Improvements in many business projects related to the “Development Plan of North Korea” could be attributed for the increase in immigrants. Thus, not only Koreans but also Chinese and Japanese came looking for jobs.

Satellite remote sensing technologies have enabled continuous monitoring of wide area, which can increase the efficiency of wildfire monitoring. The American Terra, Aqua, and GOES (Geostationary Operational Environmental Satellite), the European Union’s Meteosat, and the Korean COMS (Communication, Ocean and Meteorological Satellite) and its follow-up satellite are expected to provide realtime information for wildfires. This study aims to develop a smartphone app for wildfire information over the Korean Peninsula by constructing a database for fire location, confidence level, and radiative power derived from MODIS(Moderate Resolution Imaging Spectroradiometer) satellite data. To support both Android- and iOS-based smarthpones, we employed a hybrid methodology that combines a native app for each OS (Operating System) and a mobile webpage for common functionalities. This approach can finally increase reusability of source codes and extensibility of a system. Our hybrid app includes the search functionalities for (1) fires on a specific date, (2) recent fires, and (3) fires around the user location. Although the app currently deals with past fire information due to the limitation of satellite data transmission, it can be extended to a realtime service with the development of the follow-up satellite in the late 2010s. This study showed a possibility for satellite-based realtime service for wildfire information and presented an integrated framework working with SNS (Social Networking Service)-based big data mining technology.
