Measuring Regional Mobile Divide and Optimizing Public Wi-Fi Location

ABSTRACT

Although mobile and wireless telecommunication technologies have recently been paid increasing attention for alternatives to overcome technical and geographical limitations of the existing wired telecommunication technologies, accessibility to wireless services is still unequally provided due to various characteristics of population and uneven distribution of infrastructure of regions. This leads us to the belief of being a mobile divide beyond a digital divide. However, there is a lack of studies regarding the measure and solution to mobile divide over space. In this regard, this paper attempts to investigate regional disparity of mobile divide empirically through a mobile divide index and to suggest optimal locations of public Wi-Fi access points as an alternative way of reducing regional mobile divide. As results of research, we identified significant regional disparity of mobile divide between urban and rural areas, which is similar to that of digital divide of wired telecommunication technology, and improvement of mobile infrastructure by our optimal solutions of public Wi-Fi can reduce regional mobile divide effectively. The results from this research are expected to provide a useful guideline for planning and establishing telecommunication infrastructure of regions.
