Although the National Archives of Korea has been receiving transfer of standard electronic documents with a retention period of more than 30 years from the central administration since 2015, errors and inefficiencies persist. Despite this, however, there remain no studies that analyze or address these issues. This study aims to bridge this gap and found that most errors in the transfer process occur at the production stage. To address such, this study proposes a four-step solution. First, before electronic document approval, the text and attached files are checked for defects to prevent errors. Second, as soon as the signature is made, digital signatures are applied on a file-by-file basis to ensure integrity. Third, integrity verification and transfer inspection are automatically performed through digital signature investigation and defect check procedure during transfer and preservation. Fourth and last, the criteria of acquiring records and integrity guarantee technologies are properly applied in production stage with proper management and supervision.

This paper aims to elaborate on the reality of Gagakgo (架閣庫) by looking into its staff and abolition, given how Gagakgo was originally where diverse archives in Joseon were preserved. This study on Gagakgo, therefore, could be used as a basic reference to grasp the reality of the Joseon’s Records Centers and Archives. This institution was changed as a labor organization following changes in the political environment. As a result, the status and operational aspects of the institution also changed. Gagakgo was abolished once during King Sejo (世祖)’s reign and then restored during the period between King Hyojong (孝宗)’s and YoungJo (英祖)’s reign. This restored institution also performed the same role as before. This paper serves as reference to better understand the system of Gagakgo and the archival preservation system in Joseon.

Records at closed private universities are simply kept in stacks without the use of records classification systems. However, the systematic management of such records is needed as these are important records that have legal and evidential value during the litigation process. Therefore, this study intends to develop a classification system for recordkeeping at closed private universities aiming to eliminate unnecessary follow-up procedures that may occur because of the absence of a records classification system, and to develop practical tools for managing records at closed universities. To this end, Seonam University, among the 13 transfer records kept by the Korea Advancing Schools Foundation, was selected as the example for this study. The peculiarities of the closing processes and the catalogs of the transfer records were reviewed, and a business function analysis was conducted. Based on the Guidelines for Prescribing Retention Period of University Records by the National Archives and the Ministry of Education, a records classification system for the closed private universities was proposed for the Records Disposition Schedule to handle the uniqueness of closed universities.
