AB - This study investigates, through the case of the Icheon Municipal Archives established in 2025, a development model for archival administration at the local government level and ways to implement “archival culture welfare.” Over the past decade, Icheon City has systematically advanced its archival infrastructure through organized record transfers, digital archiving initiatives, and citizen archivist programs. Notably, the city institutionalized “archival culture welfare” within its municipal ordinances, aiming to foster citizens’ emotional well-being through engagement with records. It is hoped that this case will provide a valuable model for local governments seeking to achieve archival autonomy and shift the paradigm of archival management from administration to public welfare.
