AB - This study aims to empirically investigate the state of records management in a quasi-governmental institution without a records management professional and to propose measures for improvement. Taking as its case the Gwangju National Science Museum—an institution that has operated without a professional records manager since its establishment in 2013 and has never conducted a single records appraisal or disposal—a comprehensive survey was conducted for all 33,224 items registered in the 2025 Records Register, and the retention periods assigned to 442 business transaction units were cross-checked against the National Archives of Korea’s “Retention Schedule Standard for Common Functions of Public Institutions” (2024). The analysis revealed retention period discrepancies in 122 of the 387 business transaction units (31.5%) mappable to the Standard; of these, 95 cases (77.9%) involved retention periods shorter than those prescribed by the Standard, posing a risk of the premature destruction of records designated for long-term retention. In addition, eight structural quality problems were identified, including perfunctory unit descriptions, pro forma justifications for retention period assignments, inconsistent retention periods for identically named units, and the blanket assessment of permanent and semipermanent records as having “low” archival value. The study proposes four measures for improvement: appointing a records management professional, comprehensively revising the reference table, establishing an appraisal and disposal system, and institutionalizing records governance.
