Social Service Needs of Older Adults With Disabilities: A Comparison by Timing of Disability Onset

ABSTRACT

As the population of persons with disabilities continues to age, the demand for social services is becoming more diverse. However, policy responses that take into account the timing of disability onset remain insufficient. This study distinguishes between individuals who have aged with a disability and those who acquired a disability due to aging. It categorizes the social service needs of each group and examines their structural characteristics. Using data from the 2023 National Survey on Persons with Disabilities, a basic analysis and latent class analysis(LCA) were conducted. Both groups were classified into three latent types, but the composition and characteristics of each type differed. Older adults with early-onset disabilities were categorized as having “minimal needs”, “care and health-focused needs”, and “multidimensional needs with a focus on cultural participation”. In contrast, those with age-related disabilities were grouped into “minimal needs”, “care-intensive needs”, and “multidimensional needs”. The former group showed stronger needs for cultural and social participation, while the latter showed more pronounced care needs. These findings indicate that the structure of needs varies depending on the timing of disability onset and suggest the importance of developing tailored social service policies that consider individuals’ life course and aging process.
