ABSTRACT

In this paper, The exponential growth of cross-border e-commerce and evolving security threats necessitate a paradigm shift in customs administration. This study compares the AI adoption strategies of the Korea Customs Service (KCS), U.S. Customs and Border Protection (CBP), EU Customs Authority(EUCA), and the General Administration of Customs of China (GACC) within the framework of data-driven "Smart Customs." The analysis reveals that KCS prioritizes "efficiency" through its electronic clearance system (UNI-PASS), CBP focuses on "border security" utilizing Autonomous Surveillance Towers (AST) and entity risk models, while GACC emphasizes "control" via hardware automation. Identifying Generative AI (GenAI) and Explainable AI (XAI) as future technological drivers post-2026, this study recommends shifting from item-based to entity-centric risk management, innovating Non-Intrusive Inspection (NII) systems, and establishing robust ethical AI governance.
