ABSTRACT

This study examined the trajectory of changes in social discourse regarding AI related to dementia as presented in media reports and the characteristics of network governance. To conduct this study, a total of 68 media reports from 2022 to 2026 were analyzed using KH Coder. The characteristics of dementia-related AI governance were analyzed by applying Provan and Kenis's network governance model. The results showed that, first, the discourse on dementia-related AI centered on direct care for the elderly, exhibiting a structure that expanded to peripheral discourses such as 'missing persons' and 'finance.' Second, chronologically the focus shifted from 'robots,' 'platforms,' and 'startups' during the period from 2022 to 2024, to community-based elderly care such as 'Sarangbang' in 2025, and to a safety net system for missing persons in 2026. Third, the period from 2022 to 2024 showed characteristics of shared governance with small-scale participation, characterized by high trust and goal alignment, with ‘Caring’ playing a core mediating role. Conversely, the period from 2025 to 2026 showed characteristics of public-led leading organization governance with low trust and goal alignment, with ‘Service’, ‘System’, ‘Missing’ playing a mediating roles and participation expanding. Based on the results of this study, policy recommendations were presented to advance toward an AI-integrated management governance system for dementia.
