These days, people are often exposed to “the flood of information” via various types of sources. Upon exposure to useful information, some people may be determined to share the information with others through oral communications or social networking services, while others may focus on absorb and internalize the information so as to improve their knowledge and capabilities. We propose that one of the underlying reasons as to why people respond differently to information can be attributed to the implicit self-theories people hold concerning themselves. We suggest that entity theorists have stronger intentions to spread information than to adopt information, when they are exposed to useful information. In contrast, it is expected that incremental theorists would not affect intentions to spread or adopt information, when they are given useful information.

This research aims to build a theory for Cross-Sector Infrastructure Sharing (CIS), chiefly between electric utilities and telecommunications operators. The study is to develop a framework that can be used as a guideline in selecting or assessing a CIS business model between electric utilities and telecommunications operators, or as an overview to understand CIS. A literature review was conducted to identify main concepts and categorize them structure a framework. The resulting framework is divided into three sections: the CIS environment that induces the CIS, the electric sector reform, financial and other incentives, and regulation, law, and policy; the infrastructure subject sharing such as corridors, conduits, ducts, towers, and poles, dark fiber, and land and facilities; and last, the business models that vary from joint planning and construction to provision of space and ancillary services. The framework was validated with CIS case studies, and can be used by practitioners in assessing the CIS business model.

The ineffectiveness of library services delivery in parliamentary may lead to inefficient productivity on parliament’s functions looking at library unit, parliamentarians and other staff as well. Parliament of Rwanda with two chambers the Upper Chamber as the Senate and the lower Chamber as Chamber of Deputies, from its foundation its library was meant to serve parliamentarians, staff, students and other researchers as well. With the traditional way of serving library users, it is not easy to know library resources information before and after borrowing the library resource whereby any transaction needs a visit of the library. Though, with the emergence of technologies parliamentary libraries all over the world are moving to digital world presence to break out the traditional librarianship challenges. Present paper designed and developed a cloud library model for Rwanda parliamentary library and found out that the proposed model could help the library. Three main parts of the proposed cloud library model for instance library, database and cloud management systems. Present study conducted the online questionnaire survey was conducted for situational analysis about the way Rwanda Parliamentary Library is delivering services to users furthermore the proposed cloud library model was recommended to overcome facing challenges. Though the library user can easily check and know information about the library resources via a user-friendly web-based user interface before visiting the library in order to reduce the waste of queuing time without knowing and also the librarian will not struggle again with manual library management processes.
