ABSTRACT

The ineffectiveness of library services delivery in parliamentary may lead to inefficient productivity on parliament’s functions looking at library unit, parliamentarians and other staff as well. Parliament of Rwanda with two chambers the Upper Chamber as the Senate and the lower Chamber as Chamber of Deputies, from its foundation its library was meant to serve parliamentarians, staff, students and other researchers as well. With the traditional way of serving library users, it is not easy to know library resources information before and after borrowing the library resource whereby any transaction needs a visit of the library. Though, with the emergence of technologies parliamentary libraries all over the world are moving to digital world presence to break out the traditional librarianship challenges. Present paper designed and developed a cloud library model for Rwanda parliamentary library and found out that the proposed model could help the library. Three main parts of the proposed cloud library model for instance library, database and cloud management systems. Present study conducted the online questionnaire survey was conducted for situational analysis about the way Rwanda Parliamentary Library is delivering services to users furthermore the proposed cloud library model was recommended to overcome facing challenges. Though the library user can easily check and know information about the library resources via a user-friendly web-based user interface before visiting the library in order to reduce the waste of queuing time without knowing and also the librarian will not struggle again with manual library management processes.
