ABSTRACT

Bureaucracy keep the negative factor. This study will show the negative aspects by the front-line civil servants. In the 1990s, started the operations Management, including new public management: a reform of the administrative structure. Especially, the new process advocated in the 'small government', 'efficient government', 'entrepreneurial management' and mentioned important issues whenever the most challenged in promoting the reduction of bureaucracy. About the reducing bureaucratic organization, the correct diagnosis should have to be proceeded by the rational system. But It ended to produce the unexpected results. Legislation and jurisdiction, administrative systems are strictly separated in principle. The responsibility and efficiency in the field of democracy is also an important factor. Furthermore, the public officials are not in the neutral position. The inevitable limit of the officials is the point of this study. This limit derives from the bureaucratic egoism, over-budget spending to make the direct or indirect acts influenced by the political intervention.
