ABSTRACT

This study investigated ways to develop local economy with jobs through the cooperatives. Economic growth with job creation was primarily driven by the central government. But a large-scale project by central government or conglomerate's employment has limitations to cope with a rapidly changing situations. Recently, there are many questions about the effect of central government-driven employment policy. Therefore, this study attempted to examine ways to develop economy with sustainable jobs through micro-endogenous approach. This study suggestedcooperative as a major alternative in terms of economic development with job creation using the case of Quebec, Canada. It underlines that economic development with job creation could be achieved through harmony of economic approach and social values. The results provide several implications for local economic development with jobs. First, job creation and it’s center should be in a regional area. For the issue, networks and voluntary efforts of citizen and civil society are needed. Second, government policies and institutions are important in early stages of activating cooperatives in terms of supporting institutional base and finance. But most importantly, they should refrain excessive regulation and interference. Third, the composition and the roles of intermediary organization should be considered. Intermediary organization should play a role in the field of support, the education, training, marketing and promotion, and fund supply. Finally, all efforts regarding cooperatives should be made in consideration of long-term vision and accumulation of experiences. Futhermore, cooperative should be a win-win social movement in long-term vision and institutional plan.
