ABSTRACT

This article intends to analyze the characteristics and determinants of the secondary poor group that is situated between middle class group and poor group, focusing on the social-economic, labor market, and economic value characteristics. According to the overall findings of the empirical study, the secondary poor group can be characterized as a newly emerging category of poverty group. And there are various factors that come into play in the formation of the secondary poor group. Particularly, the non-financial and financial asset works as the main factor that eliminates the economic safety-net. In the end, it is necessary to support the secondary poor group (especially, female households, elderly peoples, the self-employeds, part-time workers) with the public assistance that can establish a buffer period for the recovery of the middle class status.
