ABSTRACT

Increasing aid activities of emerging donors are often criticized by traditional donors for impairing aid effectiveness, whereas recipients seem to have different perspectives. Acknowledging both positive and negative assessment of emerging donors, this article aims to evaluate and analyse the effect of emerging donors on recipient ownership. The study employs the ‘Theory Based Evaluation (TBE)’ methodology that is rooted in generative causation theory. Building on previous literature, the article posits that donor competition generated from emerging donors can enhance recipient ownership and has developed a theory of change illustrating the causal relationship between emerging donors driven competition and recipient ownership. Using the data collected from the survey and interview, the study tests the causal relationship of the theory of change by confirming the associated assumptions. The study finds that despite the concern from the previous literature, the increasing activities of emerging donors may provide more policy choices and bargaining power to the recipients by providing more flexible aid and assistance.
