ABSTRACT

This study reviewed the current status of competency development and assessment for civil servants and analyzed prior research to establish effective strategies. A preliminary Development Center (DC) framework and operational plan for deputy director competency development were developed and validated by three subject matter experts. Research findings revealed three key outcomes. First, core improvement areas for civil service competency development were identified through systematic review of existing systems and literature. Second, a three-dimensional integrated DC framework was presented as a cyclical model for effective civil servant competency development. Third, DC system operational strategies were proposed as approaches to enhance long-term competency development and training transfer effectiveness. This study contributes by presenting an integrated competency development design model and comprehensive strategies that address real-world challenges, thereby laying foundations for constructing an effective DC system. The integrated approach links competency education with assessment, offering both theoretical rigor and practical applicability, and providing evidence for field-oriented policy frameworks in the public sector.
