ABSTRACT

The purpose of this study was to examine differences in psychological capital, job burnout, organizational culture, and organizational effectiveness according to the individual and occupational characteristics of employees in public institutions and institution type, and to derive implications for organizational and human resource management. An online survey was conducted among employees of public institutions, and the data were analyzed using independent-samples t-tests and one-way ANOVA. The results showed significant gender differences in psychological capital, organizational culture, and organizational effectiveness, with male employees reporting higher scores than female employees. Organizational culture differed significantly by age, with employees in their 40s and 50s scoring higher than those in their 20s and 30s. Significant differences by job position were also found in psychological capital, organizational culture, and organizational effectiveness, with higher-level employees generally reporting higher scores. No significant differences were found in any of the four variables by institution type. These findings provide baseline information for understanding differences in key organizational variables among employees in public institutions and for developing customized organizational and human resource management strategies.
