Mobilization through saving and the emergence of developmental welfare regime: A comparison of South Korea and Japan

ABSTRACT

This paper argues that the ‘mobilization through saving’ strategy during the industrial period is closely related with the emergence of developmental welfare regime in South Korea and Japan. Recently, the capitalist production regime approaches for the East Asian welfare state have explained that the developmental welfare regime is institutionally relevant with the developmental production regime. However, this approache ignores that the state’s mobilization through saving and the tax policy have so much impact on the emergence of developmental welfare regime. This paper emphasizes on the state’s mobilization through saving and the ‘capital accumulation’ oriented tax policy as key variables and tries to explain why and in which historical contexts the developmental welfare regime and the developmental production regime have been interactively unfolded in South Korea and Japan. And lastly, it argues that the mobilization through saving and the tax policy eventually made a welfare institutional mechanism based on the family and the market which has had an effect on the introduction and change of social policy.
