ABSTRACT

This study was initiated by the problematic consciousness about the reasons why care work was still trapped within the framework of unstable low-wage labor. Trying to find the answers, the investigator reviewed related literature, defined the nature of care around the care culture and the key elements of the long-term care insurance system, and examined the care values that the society should be oriented toward reassessing the values of care work. The findings show that care work had the following nature in the long-term care insurance system: commercialized social care, gendered care “considered to be feasible by anyone”, and professional care "like a immediate family”. The study proposed the following plans for the values of care: socialized care through the mainstream of care, recognition of a care receiver’s individuality and care provider’s professional discretionary power, and values of care work as public good based on the “characteristics of care.” In conclusion this research attempts to spread the discussion about the nature of care in care work at the institutional level and at the care culture level for enhancing low social valuation of the care work.
