AB - Since the First World War the intervention of public power, like the government and local authority, developed in the social and cultural sector. The intervention of municipality in the culture field became gradually necessary in some municipalities in the interwar period, although most of the municipalities didn’t intervene in the cultural sector. Generally the communist or socialist communes tried to develop a cultural policy in the sector of theater, movie, music and sports. The interwar period might be the age when the cultural decentralization or the popularization of culture developed by the cultural policy of the municipalities.
