ABSTRACT

The unified French Socialist Party, also known as SFIO(Section Française de l’Internationale Ouvrière) has published the stenographic recordings of its annual national party congress since its foundation in 1905. And the party constitution clearly stated that it is national congress who directs the party. Lmiting our study to the founding ten years before the First World War, we concerned the concept of federation which claimed individual autonomy against the central authority for the party. Three factors seemed important: the reality of federation for the party, how the federations planned their propaganda activity, especially for the seasons of election, and finally the contested relations between the federations mainly composed of working people and the elected socialist party group in Parliament. In spite of the many problems, the congress delegates eagerly wanted to plant the autonomous spirit and power for a fertile political environment apt to its democratic and socialist construction.
