A Study on Intermediary Organization to Manage Deteriorated Low-rise Residential Area: The Case of Neighbourhood Management Center in Siheung City

ABSTRACT

The purpose of this paper is to examine main features and limits of intermediary organizations and cooperative network system for the neighbourhood management of deteriorated low-rise residential area in Siheung and extract policy implication. Firstly, this paper reviews the case studies on resident-led neighbourhood management systems in deteriorated low-rise residental area of developed countries. Secondly, a case of the neighbourhood management center in Siheung is reviewed by in-depth interviews with local experts in urban regeneration, citizen autonomy, and social and economic business. It was found that the cooperation between the citizen autonomy association and the neighbourhood management center is crucial in Siheung as they complement the weaknesses of each other. From the interviews with experts, the importance of necessity of the participation of residents using appropriate technologies such as Apps on smart-phones and community business with sharing economy are emphasized. These are pointed out to enhance the capacity of citizen’s autonomy for revitalizing and managing the deteriorated residential area.
