A Study on Foreign Resident Statistics for National Territorial and Regional Development Policy

ABSTRACT

This study examines the current status of statistics for territorial and regional policy implementation concerning foreign residents and suggests improvements. It analyzes the survey methods and characteristics of major statistics, including the Ministry of Justice's "Korea Immigration Statistics", the Ministry of Interior and Safety's "Status of Foreign Residents in Local Governments", the Statistics Korea‘s "Population and Housing Census", the Ministry of Land, Infrastructure and Transport 's "Status of Foreign Land and Housing Ownership", and the Statistics Korea-Ministry of Justice's "Survey on Immigrant's Living Conditions and Labour Force". The study compares administrative districts level statistics between the Ministry of Justice's "Long-term Foreign Residents" and the Ministry of Interior's "Non-Korean Nationals". The analysis reveals that regional differences stem from variations in statistical compilation methods, such as the inclusion of undocumented residents and the application of a 91-day continuous stay criterion. These differences are particularly pronounced in metropolitan areas with high concentrations of overseas Koreans and industrial complexes with numerous undocumented residents. The study suggests guidelines for selecting appropriate statistics and proposes improvements including better undocumented resident statistics, support for various attribute combinations, and new statistics on foreign residents' inter-regional movement.
