ABSTRACT

This paper investigated arts and culture governance cases administered by Seoul Foundation for Artsand Culture over the last decade in terms of the people, processes, and systems in order to identify thepossibility and limitation of a Korean model of arts and culture governance. As a result, it discovered thatits governance models co-operated by selected artists and administrators from the foundation hasexpanded, varying from a small number of delegators, the projected-centered, space-based to a largegroup of delegators, the networking-centered, agenda-based. However, it indicated that there has beenproblems within the governance cases to be resolved, including no authority to determine the budget, thefragility and risk to be easily affected by a political situation, the nonconsensual objectives among artistand administer groups, and the lack of professionalism of the delegators.
