AB - This paper criticizes on the administrative reform of Roh Government. Roh Government has a main goal of the administrative reform which is "service-oriented government with the people". Presidential Committee on Government Innovation and Decentralization takes the initiative in the administrative reform. This paper criticizes an absence of vision of administrative reform, an arbitrary decision of reorganization of government setups, an excessive institution-building of presidential committees, a multi-layer administrative structure, the almighty innovation, the limitation of personnel reform, corruption & regulation reform, a lack of diffusion of reform program, an insufficiency of participation. This paper recommends consolidations of presidential committees & evaluation systems, substantial setups of local decentralization.
