AB - The theme of local decentralization has been a major national agenda at Participatory Government. Many policy initiatives were propelled during the past two years for fiscal decentralization. There was a lively discussion on the validity of local consumption tax and dramatically changes in the basic framework of local fiscal transfer system. However, the rationality of those initiatives is still controversial. In this paper, I analyzed the issues of fiscal decentralization initiatives in the Participatory Government in view of inter-governmental fiscal partnership, mainly on local revenue sides.
