If it is so, is there the path dependence or core rigidity have influenced on the process of institutional introduction? Second, as time goes by, the examination system to middle level civil servant can not take root. What's the reason? All these analyses make it possible to identify which factors are important and prepare useful strategies in the introducing period, the confusing or shrinking period, and the disusing period. This study tried to find the cause of the institutional limitations and to explain the core rigidity. Those are the most important factor in the new institution and the institutional change.
