ABSTRACT

Korean government has made a variety of efforts to improve the efficiency and performance of local public hospitals by restructuring their legal and operational/managerial systems. Since such an effort cannot be evaluated by a cross-sectional analysis in one period of time, this paper employs a "window" application of data envelopment analysis to measure the efficiency changes of 34 local public hospitals over a time period. While several DEA models such as CCR, BCC, and modified DEA are also used, the paper shows a distinction between hospitals with relative efficiency in a static setting and those with timely development and growth in dynamic efficiency. The results indicate to what extent the performance of each hospital depends on each of their resources in both static and dynamic settings. In addition, they suggest that alternative forms of their resource allocations appear to induce a higher level of dynamic efficiency of local public hospitals.
