ABSTRACT

Proper roles and responsibilities of the government are important in preparing for and overcoming social risk which has diversified and deepened. The risk response policy or strategy of the government needs to focus on expanding and funding the social security network in Korea which has not completed social welfare system fully. This study evaluates social risk response policies which are implemented against the economic crisis in 2008, and tries to provide policy suggestions for the establishment of strategies against social risk through the analysis of policy priorities. After examining the existing social security network, we can figure out policy priorities to complement and expand the social security network through the Analytic Hierarchy Process(AHP). Our results indicate that job creation is the most necessary strategy among six different risk response policy types, and that the priorities to be considered for the establishment of better risk response policies are; assistance for business startups, assistance for childcare, assistance for higher education, assistance for job training, and assistance for lower income citizens.
