ABSTRACT

The purpose of this research is to explain what affects the varying degrees of government integrity at the local level. In line with the general perspective that corruption can be seen as a result of political, economic, and sociocultural factors, the present study posits that the integrity of a local government is determined by such diverse factors as the size of local government, the strength of regulatory activities, transparency of administration, local politics, and social capital. The primary findings of the study are as follows: First, the size of government expenditures and the size of the majority party in local councils exert negative influences on the degree of government integrity at the local level. Second, local social capital has a positive effect on the degree of government integrity. A general contribution of this study to the understanding of local government integrity is twofold. First, the study is the first to provide a conceptual foundation for an empirical analysis of the local government integrity scores. Second, the study demonstrates the validity and reliability of the government integrity scores of the Anti-Corruption and Civil Rights Commission (ACRC).ernment integrity scores of the Anti-Corruption and Civil Rights Commission (ACRC).
