ABSTRACT

The purpose of this research is to final out empirically the relationships between public relations and crisis cognition and management in the city of Daegu. A nother purpose is to analyze how the public's attachment symbolic and behavioral relationships on administrative organization will affect crisis recognition and management when crisis occurs in administrative organizations. We analyzed the public's attachment relationship factors on administrative organization to figure out how these factors would effect the public's perception of management(seriousness, responsibility, ability to cope) and of crisis in administrative organization. A offline survey was conducted to gauge exposure to Daegu’s crisis and to measure the public's crisis perceptions. After analyzing 311 survey results that the familarity/attachment variables had a positive effect on the ability to overcome crisis variables. This study has shown the possibility that administrative organization and attachment (the public's emotional relationship) factor in the PR study can be applied to the research of crisis. Further study of crisis needs to be pursued to consider the attachment relationship factor as well as behavioral and symbolic relationship variables. This paper observes how local governance PR has been and should be working together with professional, personal and community relationship management in Daegu. We have noted complications regarding Daegu’s government needing to revise its monitoring system, citizen response system, citizen proposal system, ombudzman system, citizen participation system etc.
