ABSTRACT

The paper tries to analyze the patterns of the interactions between BSC and administrative organizational cultures of Korea, and also tries to find the BSC system and its theories that are appropriate to Korean administration. The paper describes the comparative analysis between Busan Metropolitan City and Bucheon City. The data for the analysis were collected through telephone interviews of employees in the two cities. The analysis provides the specific patterns of the interactions - cultural impact effects and cultural consistency effects - that arise between the BSC and Korean administrative cultures. It also suggests the BSC system and the theories for the system that are appropriate to the Korean administrative cultures - collectivism, authoritarianism, and favoritism - and/or the Korean administrative characteristics - rank classification, position rotation system, and bureaucratic formalism.
