ABSTRACT

This study analyzes the implementation gap of local government common property management policy with a view to broadening our understanding of policy implementation. A range of factors associated with policy implementation are considered, including policy characteristics and resources, the support of policy-makers, and organizational factors and implementation enforcement. In addition, the functions of organizations responsible for managing public property are discussed in terms of capabilities, operations and performance improvement, and suggestions are made for more effective implementation, including consignment. It is expected that the effects of consigned management will improve efficiency of administration, government budget saving, efficiency of public property management, and expansion of local fiscal revenue.
