This study analyzes the implementation gap of local government common property management policy with a view to broadening our understanding of policy implementation. A range of factors associated with policy implementation are considered, including policy characteristics and resources, the support of policy-makers, and organizational factors and implementation enforcement. In addition, the functions of organizations responsible for managing public property are discussed in terms of capabilities, operations and performance improvement, and suggestions are made for more effective implementation, including consignment. It is expected that the effects of consigned management will improve efficiency of administration, government budget saving, efficiency of public property management, and expansion of local fiscal revenue.

This study revisits the relationship between social welfare expenditure and economic growth. In particular, the nonlinear relationship between social welfare expenditure and economic growth depending on the technical efficiency of social welfare expenditure measured by bootstrapped data envelopment analysis is empirically investigated using a dynamic panel threshold regression model for 29 OECD countries, 1990-2010. The results reveal that social welfare expenditure had a negative impact on economic growth in the linear model, as well as the existence of an efficiency threshold of social welfare expenditure at 0.84 in the threshold model. Interestingly, social welfare expenditure was found to have a significant negative impact on economic growth in both the lower and upper efficiency regimes, albeit less so in the upper efficiency regime. This suggests that social welfare expenditure has a negative impact on economic growth, but it can be offset by attaining the higher goal of income redistribution. On this basis, suggestions for various systemic efforts to improve efficiency of social welfare expenditure are made.

This study addresses the impact of political factors on the institutionalization of social welfare in the rapid economic growth era of 1960s-70s Korea. In doing so, this study aims to politically interpret the progress of social welfare under the developmental state that prioritized economic growth as a state goal. A range of political factors including political ideology, political system and governing leadership, competition between political parties, and political events are considered. The time period is divided according to the 5.16 military regime, the first phase of the Park Chung-hee government since the power transfer to civil government in 1963, and the second phase of the Park government following the October 1972 Yushin. The results of the analysis reveal differences in the influence of political factors on the institutionalization of social welfare, particularly over time. In general, numerous social welfare institutions were established and the influence of political factors was great under the 5.16 military regime. Meanwhile, the institutionalization of social welfare declined during the first phase of the Park government and the impact of political factors was less sensitive. Under the second phase of the Park government, many social insurance policies were institutionalized and a number of political factors were influential. The reasons why political factors differently influenced the institutionalization of social welfare over time are discussed from a range of perspectives.
