ABSTRACT

The purpose of this paper is to interpret the distributive political economy of the fund for water quality on the Nakdong River Basin since 2002 from the viewpoint of historical institutionalism and time difference approach. The analytical results showed that path dependence has continued in the distribution of the fund because policy-makers chose the short-run policy means like wastewater treatment plant construction and operation. But the long-run policy means like buffer zone purchasing and management project has been disregarded because stake-holders preferred short-run policy means. So I suggest that policy-makers should understand the time-different policy effect and maturation effect as well as historical causation under the policy choice dilemma.
