There have been a criticism about the local council's legislative activities. This is because the model did not exist a reasonable and objective to evaluate the performance of legislative activities of local councilors so far. So there is the limits on strategic approaches for improving the performance of the future orientation of the local council or legislative action. The purpose of this study is to evaluate the local councils legislative activities through a empirical approach to the legislative activities of local councils. For this purpose, this research focuses in comparing the recognition of local government officials with performance of the local councils legislative activity. Analysis of the results of the local council legislative activity, first issue, the biggest problems is appeared to process complaints of residents. Second, as to whether there were conflicts between the local council and the executive and local government officials, most recognized, for this reason among political problem. Problems with the residents related activities of the local council which is inhabitants unreasonable residents demands, family events oriented visiting for the residents. Problems of local ordianace enacted and amended legislation such as the local councils were insufficient expertise of local councilors. There was a problem for the budget review and the settlement accounts activities of the local council budget process, including complaints relating to individual councilor. The council's administrative audit and investigation activities, excessive data requirement could identify the serious problems. Issues of policy development activities of the local council, the insufficient expertise were the most serious.
