ABSTRACT

Urban shrinkage started in advanced countries and it has become widespread throughout the world. Many small- and medium-sized cities in Korea also suffer from urban shrinkage. Yet, in Korea, the debate over urban regeneration is still based on the premise of continual urban growth. We argue that many current problems in small cities are better approached on the premise of urban shrinkage. The purpose of this paper is two-fold: first, to examine the concept of urban shrinkage & a conceptual framework for the study of urban shrinkage; second, to discuss strategies to deal with urban strategy and illustrate the cases of significant urban shrinkage and policy responses to urban shrinkage. This paper concludes that we need to reconsider current urban strategy on the premise of urban shrinkage.
