ABSTRACT

The purpose of this paper is to analyze the relationship between change of electoral rules and political corruption in Korean local self-governments. Previous researches on local corruption indicate that the individual personal and socio-cultural factors are independent variables affecting corruption in general. However, these perspectives cannot explain the rapid increase in corruption of elected mayors since 2006. On this ground, this paper examines how the electoral rules and the political corruption of elected mayors are related. In this study, corruption of elected mayors is classified into two categories; corruption for position and corruption by position. By analyzing the entire cases of mayoral corruption in Korean local self-governments for the past two decades, this paper emphasizes that the institutional factors such as change of electoral rules greatly affect the increase of political corruption of elected mayors. This research draws the following conclusions. First, change of electoral rules increases the frequency of corruption for positions. Secondly, change of electoral rules increases the frequency of corruption for position in the region in which political regionalism affects voter turnout strongly. Lastly, change of electoral rules also increases the frequency of corruption for position in rural areas in which political regionalism affects, but it does not in urban areas. In sum, the result of this research points outs the need for further research on the political corruption in local self-governments from institutional perspective.
