ABSTRACT

Recently, the increase of mandatory expenditure and public debt has been an important subject matter for students of public fiscal administration in Korea. The PAYGO rule is deemed an effective tool to curb the rapid increase in mandatory spending. However, there are differences of opinion and misunderstandings about institutional rules and the budget control process for PAYGO, and uncertainty about the feasibility of the institutional design and compatibility with the Korean National Assembly. This study attempts to shed light on the possibility of institutional transfer of PAYGO rules from the US federal government. To this end, comparative institutional analysis is applied to the budget formulation process in US Congress. Furthermore, actors’ characteristics, interaction rules, and top-down budget process structures are analyzed. Issues raised in the literature concerning the applicability of the PAYGO rule to Korea are then discussed. The analysis reveals no serious problems for institutionalization of the PAYGO rule in the Korean budget system in terms of political imbalance among actors. Overall, this study highlights the feasibility of the Korean institutionalization of the PAYGO rule. Hence, if political conditions support budget reform, there is a possibility of the National Assembly institutionalizing the PAYGO rule.
