ABSTRACT

South Korean government has been enforced the standardization of medicinal herbs in the manufacturing process to secure the safety of products and to enhance consumer confidence. Following the legislation, the government has pushed ahead with a course of action as 1) to tighten the quality certification system 2) to reinforce labeling and packaging regulations, 3) to enforce mandatory GMP (good manufacturing practice) facilities on the manufacturer. However, the regulatory efforts to date have resulted in several unintended consequences and adverse effects on medicinal herb industry. This study aims to explore the current state of matters and explore alternative approaches to government regulations on the oriental medicinal herb manufacturers using regulatory monitoring framework of Korea Society for Regulatory Studies.
