Analysis on the Entry Level Training Program of Korean Public Officials: Focusing on the New Grade 5 Officials Program

ABSTRACT

The purpose of this study is to analyze the changes of the New Grade 5 Officials Program of the national human resources development institutes(NHI) from 1968 to 2012 and to present policy suggestions. As a first stage of research procedure, the specific course subjects of New Grade 5 Officials Program were coded and trended by categorizing the public value education (national viewpoint, public service attitudes, liberal arts) and job training (basic job, globalization, IT). In the second stage, the changes in trends were explained by quotation of inaugural addresses of the past presidents and copious precedent researches. Especially, above two steps of analysis use two layers of interview data collected from past NHI presidents and students. Results of first stage analysis revealed that the New Grade 5 Officials Program process was reformed according to the characteristics of each government and the political, economic and social environment. During the post-democratization period, the proportions of national viewpoint subjects increased drastically only at the outset of the each presidential term. Interestingly, the increase of liberal arts subjects were found when the proportions of national viewpoint subjects decreased. However, public service attitudes subjects were always the lowest. Job training has increased, during the late of Chun Doo-hwan administration period until the end of Kim Dae-jung government period, and the proportion of globalization and IT subjects has increased rather than basic job subject due to changes in the environment. Using the second stage analysis, we found that the level of internalization and cultivation of public value differs according to lecture techniques of each period, and the improvement of job competence is limited to the limit of subject, lecture technique and education manpower. Lastly, these findings suggest that the public value education, especially the public service attitudes, needs to be weighted and considered more. Limitations as well as policy implication are further discussed.
