This study analyzed the effects of job stress on job attitude, namely job commitment and turnover intention, among the employees of central and metropolitan governments, and the analysis of job stress and job attitude. The analysis showed that first, job stress had a negative effect on job commitment and that psychological capital had a positive effect on job commitment. And the interaction term of job stress and psychological capital showed a significantly positive effect on job commitment, confirming that the negative effect of job stress on job commitment was weakened by psychological capital. Next, job stress is marked by a significant effect on the turnover intention, resulting in job stress increasing the turnover intention. In the case of psychological capital it was found to have a negative effect on the turnover intention, thereby lowering the turnover intention by having a positive effect on the members of the organization. And the interaction term of job stress and psychological capital showed a negative effect on the turnover intention, but was not significant. The implications of this study are that since psychological capital regulates the effects of job stress, an educational training or development program is necessary for the public sector employees to grow psychological capital.
