ABSTRACT

In response to the rapid change in administrative environment and the continuing increase in new administrative demand worldwide, the public sector, mainly the quasi-government, which carries out public service functions outside traditional government organizations, has been expanded. Since the implementation of full-fledged local autonomy in South Korea, the size and the weight of the local sector or local public agencies has continuously expanded. However, due to a dual legal system that regulates the local public sector, there are aspects that are insufficient to understand and manage the local public sector. Therefore, in this research, based on the theoretical discussion of classification of the public sector and the analysis of the actual public sector classification system of developed countries, we proposed alternative to improve the classification system of the local public sector. Based on previous studies on existing concepts and classification system of local public sector, this research presented the following two alternatives for improvement of the local public sector classification system.
