ABSTRACT

This study aims to design an organization diagnostic model for water management at the local government level and apply it to a practical case. This study analyzes the function and structure of the administrative organizations in the local water management, and the relationship among them based on the case of Jeju special self-governing province. In the study, we conduct a literature review, in-depth interview, and survey. The diagnostic results are summarized as follows. First, administrative divisions need a high level of expertise in carrying out water management tasks, and the functional classification of water management tasks by division and staff has complexity in the stages of the policy process. To cope with this, it is necessary to reorganize and strengthen functions and manpower systematically in the local water policy sector. Second, the structure of the local water management system is divided according to functional demands. It is important to develop institutions to integrate, link and coordinate them. Third, the local administrative bodies in the water management are cooperative and share the strategic understanding to solve local water policy problems. These relational features among the public servants have positive effects on the improvement of the water management system and administrative capability in the future. The results of this study provide the useful way to diagnose the organization's current state and challenges in the water sector and suggest some practical implications for integrated water management of the local governments.
